 Abstract: By Jacinto Rocha On June 15, Mineral Resources Minister Mosebenzi Zwane announced to South Africa and the whole world the birth of the Reviewed Broad-Based Economic Empowerment Charter for the Mining Industry – the Revolutionary Mining Charter (RMC). Unfortunately, he failed to notice that, owing to complications during the birth process, the Mining Charter was still-born.
